Steve is performing an exercise named the Back Extension or Lowe Back Hyper-Extension. Often times the lower back is ignored because no one looks at the muscles in your lower back and thinks, "nice," so we focus on the biceps, abs and shoulders. It is critical to exercise the lower back since most of your daily life's movements can be linked somehow to the lower back.

 
In this clip, the BOSU Balance Trainer is used as a training aid to give additional range of motion during the back extension. Instead of having to stop at flat level when on the mat, you can extend down further which means you are working harder to get back up to a straight or extended spine.
